It may be a hassle, but shampooing or not shampooing

After shampooing and drying naturally
Moisten the entire wig with a wig spray or a mist of water.
Take the part you want to curl and curl it with an iron.
At this point, do not take a lot of hairs at once; it works better to do it little by little.
And then, on top of the cooled hands by dipping them in cold water.
Place the curled hairs on your hand.
You can use anything that will keep the hairs cool, such as an ice-cube or coolant!
Roughly 10 seconds of cooling and you've got curls! (Holy crap!)
Wrap ⇒ Cool Repeat.
One round of this and your curly hair is done!

By the way, why do you need to moisten the hair with water before curling?
Artificial fibers do not curl well unless they are evenly heated.
By moistening them just right, the temperature is uniformly high enough to elongate the fibers. (^^^^^^^^^)
If you cool it down at once, the stretched fibers will shrink and harden.
The curls will remain beautiful.
